The answer to your question is the House of Commons.
Throughout the 18th Century a series of Reform Acts had expanded the electoral franchise and eliminated much of the corruption which had been associated with elections. These Reform acts also democratised the organisation of constituencies. The result of all this was that the House of Commons for the first time became a much more truly representative male body. (Women did not get the vote for another 20 - 30 years).
This in turn gave the House of Commons much more popular support and therefore political power.
