By enclosing it in quotes you are telling Google to find just that exact expression (all those words, in that order, next to each other). If you do not use quotes it will list EVERY web page with one or all the words ANYWHERE in them, and that's a helluva lot of pages, only one of which will be yours.

As said above as far as the quotes are concerned.
Most likely, your site:
- has not been optimised for search engines,
- does not contain proper header tags,
- keyword list is not well related to CONTENT of the pages,
- has not even been submitted to search engines,
- has been submitted too recently (and is not yet in their database)
- is not re-submitted on regular basis (every month)
- does not have a content that satisfies the SE. (Most SE value the contents of a website more than its keywords. The contents must be informative and interesting. Many pages, data-bases etc. The more interesting your website is, the higher it will be classed in SE).
Go to www.skytargets.com, web-designs, and pass your site through the free Meta-tags analyser. This is the first step.

because when you put quotes.. google knows exactly that you really want that website.. but if you left it alone it would put several websites that have those words... or stuff like that...
that is why when you need to be more specific.. use quotes it will help
