An overgrown rose bush can be cut at any time.
1. Cut out dead branches
2. Cut out branches which cross/touch another branch
3. Cut out branches which are growing toward the inside of the plant.
Do all of this and next year you will have nice roses.

You can trim a rose at any time. As a matter of fact, if you want new growth and more flowers then dead heading is essential. When you dead head just clip the cane back to a set of 5 leaves. Any set of 5 will do, however, a new cane will start and grow in the direction if the 5 leaf set. Therefore, it is usually better to find a 5 leaf set that points outward. As for heavy pruning you should wait until the first frost and then you can cut back your rose to about 2 ft which will result in a very full and lush bush next season. The problem with heavy pruning now is that the new cuts typically lead to insects burrowing into the canes and killing off that branch.

Trim in early spring. Trim all the dead stems. A rose bush has 3 and 5 leaves on a branch. After the bloom dies, cut it off anywhere above the fifth leaf.

The best time is when it's dormant, in the winter. However, I have found rosebushes to be extremely hardy and resilient. I remove sucker growth (anything growing wildly below the graft) at anytime, and any branches that are out of line with the overall shape I'd like to maintain as well. I have even transplanted a rose bush in the middle of summer, and it is doing just fine. (I don't recommend that, though!) When dead-heading after each bloom, cut back to just above 2nd 5-leaflet leaf on branch. Hope this helps
