There are a multiple ways that you can use to improve your fluency.

First of all, understand that to speak properly, you have to KNOW the language. So, learn engllish from a communication's angle. Written english is sometimes much different that the spoken one. Consult a good teacher,who would teach you how to SPEAK.

Then, read up a lot....newspapers, novels, books and even on internet.

Practise with someone who is good at speaking.
once, you get confortable with speaking to this person, try practising while standing in front of a mirror.

you will develop your confidence soon to go out in public and speak.

as far as FLUENCY is considered,you'll deveop that only by practising.
