Debbie A is close with recommending SBA. More specifically, try contacting the Small Business Development Center. SBA gives materials. SBDC give face-to-face consulting (free). You can find the office nearest you at:

Yes, there is. If you will do a search on The Small Business Administration in your state, there are mounds of information on how to get a loan for your business start-up. If you are a woman or a minority, that is a huge plus for you in seeking your loan. Of course you will need a good solid business plan, tax returns, and be able to show proof that you will be able to meet the loan, but don't worry. There are alot of places and people that can help you for free create your plan, walk through it, and proof it. The best place to start is your community college. Don't fall for these websites that draw you in offering government grants, but you have to pay to get yourself started. You can do it yourself for free with the SBA. Good Luck!

Ok I am assuming that you are in the USA...
Firstly you can look at the Federal loans and grants web site. .. There are a few on thier but they are difficult to get. Secondly... I asume you are a female. There are specisic federal and local grants for women starting buisnesses.
Dont be fooled by companies offering to get you free grants if you sign up with them.... They charge $50 to $1000 and you get a list of grants you can apply for.... Dont buy the Laslo or what ever hes called book... ( advertises on tv) basically go to you local libairy they have the book there. Also .. it just gives you a list of grants you might apply for but...... they are difficult to get.
All in all... there are programs to help but they are few and far between. You really have to search...
Good luck with your buisness though.!!!
