No, we cannot create an atom with our current technology.
However, since according to Einstein's famous equation E=mc^2, energy can be converted to matter and matter can be converted to energy. So if we convert energy into matter, we could create atoms.
So the question is, how do we convert energy into matter?
ps Do you mean put together an atom or make it from scratch?

Yes . All elements with Z higher than 83 are radioactive. Some are existing due to their long half-life. But new elements with Z>100 are greated for a very short time in nuclear reactors .
I recall that an atom is formed of a nucleus containing :
a number of protons (having each a charge +1) Z which is charateristic of the element
A number of neutrons N with no charge
In addition far from the nucleus, there are Z electrons (each with charge -1. in natural atoms there is equality of protons and electrons

According to the law of conservation of matter, atoms can neither be created nor destroyed. Scientists have indeed created elements by colliding other natural elements with each other (e.g. Einsteinium, Californium...), but they have NOT created atoms - it is not the same.

Technically you can. Scientists can create elements with really high molecular weights by slamming them together in a particle accelerator. Unfortunately they only survive for microseconds in some cases.

Yes we can and we have. There are almost two dozen elements above Uranium in the recently published periodic tables all of which were created by man because if they existed on Earth they had decayed due to radioactive fission.
