While I watch quite a few cop shows (Cold Case probably being my favorite), I have to go with science fiction, especially if you include fantasy/horror into the mix. Currently I love Battlestar Galatica, which is truly sci-fi, and if you expand the genre a bit, I also love Heroes, Lost, and Supernatural. I just think that sci-fi can go a lot deeper with the characters, as the majority of cop shows (CSI's and L&O's tossed in there as well) tend to be too superficial/procedural.
