The answer lies in the adjective, "autonomic". In other words, the heartbeat, among other bodily processes including digestion, etc., are beyond the conscious control of the person, and operate independently according to the circumstances presented to the autonomic nervous system. It is a delicate balance determined by the brain, actually, which sends emotional signals to the central nervous system, and then the automatic or autonomic part of that system takes over. Other body parts come into play, such as the adrenal glands. When you're angry or frightened, for example, adrenalin rushes through your body, and your heart beats faster. So it is not just one factor, but a combination thereof that determines the regulation of the heartbeat. The ANS is just one part of that entire process that originates in the brain. I think it's what the name implies. The automatic nervous system is probably responsible for the involuntary actions that the body makes, such as heartbeats, breathing, and blinking.

ANS has two parts
1.sympathetic nervous system: it inhibits heart beat
2. parasympathetic nervous system: it stimulates heart beat.
