I have to go through yahoo mail in order to use the program I don't know how my icon disappeared and it is not under my programs

If you are using XP right click on an empty space on your desktop, click properties, click on the desktop tab, click on the general tab. Here you will see what is checked for the desktop, if your Internet Explorer is unchecked click on it and then click ok then ok on the remaining screen.

Try browsing for the IE file through My Computer or Windows Explorer. I found mine under My Computer -> C Drive -> Program FIles -> Internet Explorer -> Iexplore. Right-click on the file and send to desktop (create shortcut)

Click the TASK BAR at one of the separators & drag to the right.[Icon may be hidden]
Right click TASK BAR > OPEN FOLDER to see if file is listed.
If not, Perform a SEARCH from the START menu.
Once you find the file, right click > SEND TO DESKTOP AS SHORTCUT or COPY it, then right click TASK BAR > OPEN FOLDER, then PASTE it in the folder. The shortcut will then appear on the task bar.
