my brother lost his unemploymet his ex boss lied and said he called him back to work but never did?

Report this to the labor board. Have them investigate it. The boss will either have to really and truly recal him to work or he must show proof that he offered him his job back or he will have to pay the unemployment.

His ex-boss just doesn't want to pay unemployment. Have your brother get a good lawyer.
