You need to take your baby to a herpetologist, a vet for reptiles and amphibians and get him checked out. There is something seriously wrong. Baby Savannah Monitors should be VERY active and hyper etc. There is something wrong.

Some things to make sure of:
Basking spot surface temp:120-130
Ambient air temp(warm side):85-90
Ambient air temp(cool side):77-82
Substrate should be minimum 5-6 inches of dirt. Yard dirt is good so long as it hasnt't been fertilized/poisoned. If it has buy a bag of playsand and a bag of topsoil, and mix about 2/3 soil, to 1/3 sand. Substrate needs to be BURROWABLE for healthy monitor.
If you have a screen top cover is in tin foil, cutting a small hole for you heat lamp. This will raise the ambient humidity(which should be 20-50%), and keep the little guy from becoming dehydrated.
His water container should be large enough to allow him to soak if he chooses.
You will need an infrared temp gun to measure his basking spot temperatures, as it need to be 120+ surface temp, NOT ambient temp.
Feed him as much as he will eat daily, with a focus on insects, over the high fat rodents, especially when he is young.
He should be quite active. Mine is a big 3' long yearling now, and he is still constantly digging and exploring his viv.
Sorry for the long post.

Having kept savana's from babies, i can tell you that it certainly does seem like there is something wrong, mine was extreemly active during the day, and yes the do like to bask, but they are highly aggressive as babies, untill you have calmed them down, which takes a long time. make sure your temps are hot enough, the fact that they come from the savana means they like it HOT HOT HOT. and take a stool sample, or the actual lizard to a reptile vet, to check for internal parasites. good luck

Its possible, but most monitors can be nocturnal. you might want to watch him during the day and make sure he is getting the proper nutrition. E-mail me back if you notice behavior changes. If he becomes aggressive with handling you may want to consult a veterinarian that is specialized in Reptiles. 4 yrs experience
