Use bacterial agents to consume the oil. These bacteria then convert the oil to normal organic waste products that are less damaging to the environment. This is the same process that happens in the natural environment, but it is accelerated by concentrating the bacteria so a higher volume of oil is removed from the environment.

technically, you do not want the oil to disperse. the first order of business is to confine the affected surface to the minimum possible area. on land, berms are put up around tanks or broken pipes to minimize the spread of oil in event of a rupture. At sea, floating booms are set up to try and reduce the spreading of the oil slick. The more confined the treatment area the better. As much oil as possible is recovered mechanically, using vacuum pumps to suck up and dump into holding tanks, much like a shop vac.

there is a special type on enzime that they put into the oil
poluted water and it eats the oil.
