Dont screw anyone , it will just make for more trouble, go have your friend seek legal advice on this matter, a lawyer can advise him what his options are, and there is always an appeal, but you have to do it in a proper amount of time. Check it out. And if you feel your friend is being targeted make appropriate complaints to the proper govt agencies.
Being malicious doesnt achieve anything.

"what can i do to screw him" implies that you want to "screw" the guy who was cheated out of his unemployment.
