The propellers of a boat engine will turn when the engine is on. This is true if the boat is in the water and also if the boat is not in the water.

Do they only turn in the water? If you have the boat at home,out of the water, and start the engine, would the propellers turn when you start the engine?

When you start a boat out of the water be sure you have the "Ear Muffs" to connect a garden hose to it as you will burn up the impeller for the lower water pump.
Keep people away from the propeller.
The exhaust from the engine will turn the prop in neutral, but, it not under power. It forward and reverse the prop turns under power and capable of hurting people seriously.

Boat propellers turn in or out of the water. Since they are water cooled, it is important to have them in water. They can be started in a barrel of water at home for testing. If an engine is started out of the water, only run it a few seconds, it will overheat.

The propeller should turn when you engage the throttle out of neutral. You should only start a boat motor while it is in water, as it needs to draw water through to cool.
