When the hair starts to be noticeable.
There is no age for starting, I first did it when I was 14, because I had to wear a short skirt (which I usually don't wear), but if I had to start earlier I would have done it.

I started shaving when I was about 10. I was an early bloomer, started my period that year too. My mom went through the roof when she found out. I think she thought that if she allowed me to shave that it was in some weird way gonna make me want to have sex. Not so at all.

When ever she is ready, expresses the desire she should be able to.

Buy a good razor. I would not recomend dispoables. They are cheeply made, easy to cut with, and cost more in the long run. I use the gillette venus. It is slightly expensive and so are the replacement blades, but they are good.

An electric razor may be appropriate as well. Much harder to get cut with

Tell her to wax, not shave. Shaving will not actually make the hairs grow back more, darker or thicker, thats just an old wives tale. The razor cuts the hair off at an angle, so it just LOOKS thicker.

Waxing WILL actually make the hairs sparser and thinner after a while (this is NOT an old wives tale). It doesn't hurt that badly at all, and it will hurt less and less each time. It's a lot cheaper too, because it lasts for much much longer than a shave, and you don't get stubbly regrowth after a day or two, just smooth legs for weeks.

If she does decide to shave, DON'T BUY GILLETTE! They test on animals! :(

I started shaving when I was ten, only because I had extremely long and dark hair on my legs and arms; and my aunt made me feel uncomfortable about it. I never did accidentally cut myself, but I did a pretty bad job the first few times. If your daughter is old enough and concerned about it, let her.

As soon as 1) she has hairy enough legs to be self-consious about it and 2) can safely manipulate a razor without cutting herself. I started when I was 12 and have never cut myself shaving.
