No question....Caesar's Palace! Even though Harrah's operates the hotel it is still the best!
It opened back in 1966. Many top performers, such as Liberace, George Burns, Diana Ross, Cher, Julio Iglesias, Judy Garland, David Copperfield, Gloria Estefan, and most notably Frank Sinatra have performed at the hotel.
In 1992, The Forum Shops at Caesars opened; it was one of the very first venues in the city where shopping, particularly at high-end stores, was an attraction in itself. The fourth phase opened on October 22, 2004. It now has the 2nd built circular escalator in the USA.
In May of 2007, Bette Midler was announced in a press conference as Dion's formal replacement. Midler will reportedly only perform about 100 shows a year, with Elton John continuing to perform his popular Red Piano show 50 nights a year while Midler is on hiatus. There is also a widespread but unconfirmed rumor that Cher, now in semi-retirement following her very successful Farewell Tour, could also potentially return to the stage to alternate headlining with Midler for the remainder of the year.

If I wanted to splurge, I would pick Caesers. If I wanted to stick to a budget, I would pick the least expensive of MGM or NY/NY.
Caesars is by far the most upscale of the three, but it is also a lot more expensive. The food there is amazing. The pool there is better than anything you will see in Vegas (except for the eye candy at the Hard Rock). It is a great location.
MGM and NY/NY are on the same scale. NY/NY goes more towards the family crowd, MGM has moved away from families and caters more towards adults.
As I said, if was on a budget, I would choose the less expensive of NY/NY and MGM. They are right across the street from each other so if you stay at one, you can be at the other one in a matter of minutes (while passing over one of the most fascinating intersections in the country).

If you're looking for the hotel with the most to do right in the hotel, I would probably choose the New York New York, because it has shopping and restaurants and a rollercoster and a lot of other things. But Cesar's Palace has a lot too. So does the MGM, I mean, they all do, and it really depends what you're looking for. You can go online and look at what is in each hotel.
If you're going to be spending a lot of time outside of the hotel, you might want to look at where each hotel is in relation to where you want to go. And if you're going to be driving, DO NOT stay at the MGM- parking is a nightmare and it takes FOREVER to get from the garage to a room.

My first pick would be MGM, because the rooms are nice and it's less expensive than Cesars. Also, I love the size of the casino. You really never have to leave there, because there are so many slots and tables. Every one that you can think of! My second choice is Cesars, because it is so expensive., Lastly, it would be NYNY, not expensive, but kind of older. Still nice though. Have fun. I have stayed at all 3 before. Actually, I have stayed in most all of the hotels on the strip and a few of them on Freemont.

Cesar's palace seems to be the most upscale out of the three you mentioned.I would stay at the MGM Grand though.I hear the Grand has fantastic restaurant's.

Caesars. The palace or augusta towers in Caesars beats anything either NYNY or MGM can offer imo

First MGM - For the rooms, pool, restaurants and proximity to the monorail

MGM, then Caesars, and last NY, NY. Lots of others I would pick before NY, NY too. Love MGM Grand though. My favorite.

MGM is a great place been there several times.
I really like the experience.
They have great food as well.
It is extremely clean.

NY NY
NY is a pit and a filthy house.
MGM is too smoky and cheap witht he slots although it does have some decent entertainment and dining.
Why settle when you can have Caesar's? Save money another day...pay to have the gold standard at the Palace.
