Cheap accommodation is scarce anywhere in the Netherlands.
For short time accommodation he can contact the tourist information:

For longer stays, best look in the smaller towns outside town.
Ask around for people who know somebody and so on.
Place cards in the local supermarkets, they all have a place for them, a free to use service which many people use.
Often after the summer holiday season some of the privately owned holiday homes can be rented for a reasonable rent.

I hope he can find a place before he starts working!
