The primary function of sex is procreation. For this the female must be mature enough to bear the child in her womb. I believe at the age 21 she can bear a child as her uterus is fully developed by then. In case of man it should be 25 years.
Although biologically, beginning of the secretion of sex hormones( testosterone in the male and estrogen in the female) is indicative of the onset of maturity(puberty).
