Another example is if you wanted to take a special course in school, and you had to take an entrance exam to get in. The second meaning has to do with film, and how it is edited in final production. When filming anything, be it a commercial or a feature film, a lot of footage is taken that never makes it into the final product. That film is literally "cut", meaning it is cut out of the film and ends up in the garbage.

It would be like if you were taking the first 10 people from a long line. The eleventh person "did not make the cut".

for e.g. shahrukh khan in a PEPSI ad is roped in to make an impact due to his tremendous appeal and x-factor. similarly a different actor would not make a similar mark...
perhaps thats what the statement would imply..
