Okay all you young Lords and Ladies. Here's the truth of the Matter and ya heard it right here!
In the very first Episode, Jeff Hunter was the Captain, Majel Barrett was the first officer and no one had ever heard of Chekov.
Now, the networks all turned them down except some part of Unversal, anyway. They had to make a few comprimises to get the show produced.
The future Mrs. Roddenberry got demoted from First Officer, a Statuesque Brunette, to Spock's pining sorta love interest and Dr MCcoy blonde Nurse. She was also the voice of the computer on all four series and Luexanna Troy on The Next Generation!
Chekov was added as a cold war thing and the rest is History.
Star Trek originally was planned as a full equality show but the network needed a long suffering blond instead. As far as the short skirts, we barely noticed because the ones we were wearing were shorter.....
Start Trek ~Sept. 8 1966~the day after my 16th Birthday. Ps, I have met most of the crew through the years and they are wonderful people. And the beat goes on...

Did you Know that Mrs.Gene Roddenberry was the computers' voice for all Star Treks, and played Dianna Troys' Mother on TNG? She also gained all the rights to the Shows and may have even produced some.
As far as exploiting women, name one show in the 60's that didn't. If anything , Lt.Ohuras' character,a black woman, helped break down those barriers.

Actually, yes, I think there's some truth to that. But sex sells.
Some of those women were real brainiacs, though, don't forget. Diana Muldaur was a beautiful doctor (and a doctor later on TNG). I recall a gorgeous psychiatrist who tried to release Kirk from a maniacal brainwasher who blanked out criminals' minds. And others.

I think Gene was simply smart enough to know that "sex sells". Same can be said of almost everything on TV.
