If road charges come in you will certainly cut emissions because only the super rich will be able to drive. If you are Mr or MRS or for the PCs Mz average and do 12000 miles per year which is considered the norm nowadays and the charges bandied about come in the at 1-20 per mile you would pay 14400 pound if that figure goes to 1-50 you would be paying 18000 pound and as the minimum wage is approx 8000 per year and most average people are on 12-20000 per year(before tax) then you don't have to be chancellor to work out that most people would have to give up work as most people now have GOT to use their car to get to work.So where would your new chancellor make up the lost revenue ( from petrol) to fund the new influx of people on to the benifit system. You are already going to lose millions from your exhorbitant tax on cigarrettes as your ban on smoking comes in.And to tell people to use public transport is no answer as public transport is a joke.I know that the scenario I have just put forward is hypothetical BUT DOSN'T IT MAKE YOU THINK.

Some form of road pricing will be inevitable. However there is already an effective form of pricing of vehicle use, it's called fuel duty! The system is in place, it's impossible to avoid, and it penalises heavy users ( big, fast, used in congested areas) If you remove the VEL and add a bit to fuel excise duty you should be able initially to set the break-even point at 10,000 miles per year in a petrol 1.8 family saloon, and then gradually increase the duty till drivers think "Is my journey necessary?". Essential users can of course gain relief through the existing VAT system.
Compare this with the suggested GPS/Roadside beacon/camera systems, They're expensive, have yet to be developed, need an enormous infrastructure, require a new collection agency, have the issue of claimed mistaken records and of collecting fees after the event, and lastly any such system will be liable to be "fixed" by any hacker or, if you use a remote sensing system, boffin with a couple of transistors .

I have long believed that the present Road Fund Tax should become a one year Bond ,rebated, and at least 10p per litre added to the pump price i.e. pay-as-you-drive road tax.Hence, use more road, pay more duty, which may encourage people to use their car less. Under the present system there is NO incentive to leave the car at home because ,whether you walk or drive ,you still pay the levy. Road charging is also grossly unfair as more and more people in socially necessary occupations are priced out of areas close to where they work and forced to drive at least 150 miles a week extra commuting miles. For 9,000,000 people this works out at 60 billion miles per year ,for which privilege they are to be punished.......Are you really the P.M. or did you forget to take your tablets?

I commute 70 miles per day to work as the rural area I live in has no work.
Are you going to pay my mortgage and keep me in the style I am accustomed to, when I have to give up my job?
Far better to limit the number of cars per houshold. I know of one family that has 5 cars!
