I would say you're seeing some excessive production of their slime layer because of a parasite problem - either ich or velvet. The good news is they're treated the same way, but the bad news is that silver dollars are sensitive to either treatment. The most effective ways to treat this are to use salt and high temperature or raised temperature with a mix of malachite green and formalin (sold as Quick Cure or Rid Ich) - both ingersients are carcinogenic, so use with caution.

The reason for changing the temperature is to speed up the life cycle of the parasite so it drops off the fish and be killed. On the fish, the parasites are protected by a cyst around them. The temperature should slowly be raised to 86o-90o, a few degrees each hour.

Whichever treatment you use, treat for 10-14 days, or at least 3-5 days after you no longer see the spots on your fish. Some directions say to treat for less, but run the rish of reinfection.

See this link for directions on treating with salt: http://www.skepticalaquarist.com/docs/health/ich.shtml

Just do a throrough gravel gleaning with a gravel vac before starting treatment (removes free parasites that can infect the fish), replace the water, and use half the normal dose (because of their sensitivity to the treatment). You can try to increase the dose over time, but keep an eye out for signs of stress. Also, removee the carbon from your filter if you're treating with the malachite green/formalin.

They might be having slime, velvet or even ich(white spot). Get some medicine, OceanFree brand has some that treats all three. The cause of this might be stress. Have any fish been bullying them? If it is fungus check for wounds.
