you might have a bad flapper or the shut off system inside has to be adjusted or changed.

depends on 'why'
so here are the questions to ask - with the top off a 'standard' toilet
is the water contanting running from the fill pipe? or will it shut off on its own? - can you shut it completely off by lifting the bulb?
if no - replace this item (second thoughts)

1.A - If you have a 'Fluidmaster' - name brand fill pipe
you may only need the $1.50 seal available at Home Depot or Lowes - Walmart may have it, too - the seal goes in the middle -
shut the water off - take the old one out
(NOTICE WHICH SIDE IS DOWN)
replace - and turn the water back on

if you CAN shut it off - then you probably have a leaky flapper
maybe not sealing(shutting) properly - or the seal is worn or warped. ($5 at Wal-Mart - and you can put it in)
maybe the chain is hanging up and not letting it seat - check the chain (and re-adjust if needed)
I would think it has to be one of these three items

The flapper in the bottom of the tank needs to be replaced and that should stop the water ruining its bad so its letting water drain into the bowel and there for its having to refill itself cheap part at your local home depot etc etc

The bar attached to flush kit & plug isn't balanced right. When the water fills so far, the balance should reed-even and stop running but it doesn't-either that or the chain is broke on the rubber plug.
