Best Answers, by far.
But you really don't even need to ask. Just look at a person's Best Answer percentage.
If someone has 20% Best Answers, then their non-voting points have been earned equally from answer points and Best Answer points. (I should say 'approximately' equal due to rounding.)
If their Best Answer percentage is less than 20%, they have earned more points from answering than they have from Best Answers.
If it's more than 20%, they have earned more Best Answer points than answer points.
Why is 20% the magic number? Because the 2 points you get from answering a question is exactly 20% of the 10 points you get from a Best Answer.

Both. Some of the highest ranking people really haven't got that many best answers. But I hope that we could try to be more concerned with actually helping people. Maybe...
