It will be funded, will get to 80% done then Congress will kill its funding. NASA contractors will take home the tax payers billions. It's the neocon way.

I think it has to be done on a grand scale, I can't see any other way of doing it.
It's a 90 day round trip at best and takes 1 ton of consumables for two people to make that trip
You can't stay for long, because Eart and Mars separate and it takes 2 1/2 years for them to align again.
So, if you're going to Mars you have to expect to stay 3 years minimum or just do a flyby.
If you're going to build a base there you need a lot of people and equipment. And it's going to take 2 years just to get part of it built.
So I see it as a total committment or no go at all.
You have to have one huge ship, enough people to set up a reactor, water processing, air processing, food processing and living area. You need to set up a landing field.
YOu need to be in it for a 5 to 10 year haul and people need to be able to live in space like that for 3 years solid.
You've gotta be like Navy sailors, professional fishermen, oil rig people or scientists at the antarctic.
It's going to take 3 years before you get "shore leave" from Mars. That's a reality of distance.

They could create an artificial atmosphere. And because Mars is 98% CO2 they might even grow some plants there with soil from earth. (Mark it this doesn't involve human beings going to Mars)

The project is immense. The planning is going on right now.
Will it happen? Probably not soon. It will cost billions and billions and billions of dollars to achieve. My guess is that it will not happen as long as there are terrorist attacks draining money out of national governments all over the globe.
