Well groomed, long hair??
I'd rather see a congressman with well groomed long hair that see Ted Kennedy look half stoned.

Even if there is no official dress code, there is definitely an un-official one. Power dressing works. If I am about to attend a meeting at which I suspect there will be some controversy, and I will have to defend my position aggressively, I will wear a smart business suit, not a low cut shirt with a push up bra. (To be honest, I don't wear low cuts and push ups anyway). But I wouldn't wear jeans and a t-shirt, that's for sure. Women especially need to learn the rules of power dressing because many of us seem to think that our peers should take us seriously even if we're dressed in an outfit that belongs on a street corner. Many women from the 1800's to today have fought for a woman's right to be treated as a respected human being with civil rights rather than as a possession and sex object. I think women today dressing with their boobs popping out of their shirts throw us back big time.
As for men and long hair, I'm fine with it. My husband wears a suit every day to work and has neatly tied back and well groomed long hair. It's quite sexy really. From the front his hair looks like a standard men's short haircut. It's only when he turns around that you can see the long ponytail. Most people are fine with it because he is well-groomed. The pony tail makes him a little querky and people relax around him. The fact is, in the real world you have to deal with these things, dress appropriately and get respect.

Individual Representatives and Senators have dress codes for the staff that work in their offices. However, I can't find any evidence of formal dress codes for members in the House and Senate Chambers themselves. I don't remember any code from when I worked there, but I can't think of a any one on the floor not wearing a coat and tie if they are male or a nice dress/suit if they are female..
There is no uniform dress code for cabinet members either. Individual President's might have expectations, but I doubt it is written down. If you trust someone to run an agency of the executive branch, you can probably trust them to pick their own clothes and style their own hair.

Well groomed because they are representatives of our governing and regulatory body; however, most hard working people don't have long hair. Interestingly enough, with the exception of people like models and entertainers, this applies to women also.
That's what I think about it.

I don't think having long hair or lack of it has anything to do with doing the job people put one in office for.

In small town politics such as city council it' s o.k. but otherwise I'd advice against it. Though I like long hair on the right man.

Jonathan Schwartz is the CEO of Sun and he has long hair. He is the most famous non-entertainer I know of that has long hair.
