Well, it depends on the occasions... I'm 23 so i like my make up natural...
So I have both black and brown color... I'll use the brown for day and black for night, or maybe if I'm in the mood for dark eyeshadows in the day i will use the black liner to enhance the overall look...
So yeah, both is a must have..! They are equally good depending on what you want...!

I wear black mascara and eye liner, I have never heard that you should wear brown if you have lighter skin, Its just a personal choice, personally I like black over brown because brown doesnt show up that much and if you like the dramatic look then keep wearing the black.

That really depends on what type of look you want. Usually, brown looks more natural, but you can use black for a more bold and endearing look. Black requires a thinner line or your eyes would just look too round. You could extend the line a bit to the sides to make it look more seductive though.
Personally, I prefer black. Brown looks too light for me!

It depends on your complexion. If you're fair or medium then I'd say use brown. But if your skin tone is dark then opt for the black. You want to look natural, not harsh. Good luck. 2D

I look for eyeliners with a Brown/Black shade, it's the best of both worlds.

It ddepends on your hair color and skin tone but mainly brown is more subtle and black pops more. So, brown =daytime and black=nighttime. I like brown better but I like the more natural look.

BROWN!
Makeup is suppose to look natural, black-if put on to thick(which is easy to do) makes you look gothic, and it definately doesnt look natural. Just remember...makeups purpose is to enhance your beauty but still make it look natural.
In general, makeup is usually darker and more vibrant at night time(dinner/date/event/club hopping/ect.)...so if you wanted to wear black eyeliner(make it light or smokey) then night/evening time would be oppurtune.

Dark Brown, black doesn't look good unles smaybe you are really dressing up.... then use it thinner than usual.
