i am interested in recreating the effect she did for this video

i can do the hair and makeup the dress is the only problem.

That dress doesn't look too hard to make. You'd just use silver metallic fabric from the prom department at Jo-Anns, cut on the bias. maybe take a pattern like this and modify it by cutting deeper armholes and adding a racer back.
