Women usually leave the seat down, men should lift the seat to pee, then put the seat back down in case the next user wants to sit, just manners really. So everybody should have left the seat down when they finished.

Yes it was. My mother taught me manners. If for no other reason, a bathroom looks neater with the seat down. Come on guys, is it that big of a deal?
