I suppose that depends on what you mean by an inside job. I do not personally believe at all that the Bush adminstration had any hand in either the planning or the execution of the plan. I believe that to be entirely an Al-qaeda deal.
What I do believe is that the Bush adminstration knew of the attack beforehand and chose to ALLOW it to happen. Not that they authorized it or helped in its execution, but rather that they withheld information from those who may have been able to stop it.
I believe they did this so that they could do precisely what they did afterwards. They used the event to clamp down on many of our freedoms, with the excuse they were trying to protect our lives. And anytime anyone tried to step in their way, they were attacked as unpatriotic at best and terrorism supporters at worst. This also silenced nearly all criticism of the war beforehand; and made anyone who decided to speak out anyway seem cowardly or completely crazy. Basically how the adminstration handled this situation gave them power never before seen in the presidency (which looked remarkably like an attempt at dictatorship, and in fact still very much does).
As far as the explosives at the bottom of the towers idea, I doubt that is what happened. I did see the explosion outward at the bottom of the towers right before they fell; but I think what happened instead was that the inside of the two buildings collapsed first. The inside materials hit the ground on the inside of the buildings first; but since the buildings were designed to take a lot the outside of both buildings were able to stand for a few seconds longer before caving in because they no longer had interior support. I believe this is why everyone saw the first floor "explosions" before the fall of the buildings.

No, it was definately not an inside job and anyone who says that it was just wants to find some peculiarity out of it. The only reason that people think that it could've been an inside job is so that there would be an excuse to put up cameras around the U.S. But, it's stupid to think that the U.S. would willingly kill thousands just to do that.
