Colored people was a phrase used by whites many years ago to indicate Black-Americans and didn't want to use the "N" word. Tho' a lot of people did.
People of color is a phrase to indicate any person the is non-white but not African-American.
I wish people would forget about the color distinction but don't think it is possible. Sometimes there are legitimate reasons to indicate a persons color.
A good knowledge of previous cultures helps us to understand why people use certain phrases that may not be popular today. For example: when was the last time you heard someone called "Black Irish"?
Not all of the people who used some of these terms were not intentional racist. They were just the victims of their time. Today we don't call the Japanese, "Japs" anymore, but during WW2 it was very common because we were at war with the Japanese. Is this an excuse, I don't know. It's just the way people behave towards those not of their racial heritage.

Technically, white is described as the absence of all color (black, is all the colors of the spectrum mixed together.)
"Colored people" is an antiquated phrase from the early part of the 19th century that was carried over into the 20th and so on. Caucasians never considered themselves to be of color.

It is a means to give more detail in communication. Is it relevant, who knows? I could get offended by any number of words, but that is all they are. There is so much more to communication. The reason people get offended by anything is that they do not trust the person or group delivering the message. If you aren't trying to hurt, degrade, embarrass or offend anyone, who cares?

Your question got me thinking.
When I thought a bit about it I realized that you actually answered the question yourself. They aren't calling people with light / white skin "people of color" because White is not a color. They call people with darker / black skin "people of color" because they got colour on their skin. :-)
It sounds so much nicer to be a person of color than to be someone with no color ;-)

It describes a difference - what else do you expect? To people who are always surrounded by warm dark faces, a 'white' person is not an albino, it's somebody who looks a bit 'ghostly' by comparison!
