Besides IrfanView, which I use all the time, you can download a newer freeware program called Paint.Net from www.getpaint.net. It has an Effect that makes photos look like they were drawn with a pencil. I've tried it, and it does a very good job very easily.

They may be drawn, using paint software, like Paint Shop.
Or if they started with a photograph or other digital image, they may have been manipulated using special effects that are available in many programs, including Paint Shop Pro. These effects include taking area of uniform color and shading them like pencil shading and converting the edges to line, like a line drawing.

Pretty much any photo editing program will have an option that actually says drawing and you can edit how drawn it looks. PhotoShop is the easiest to work with in my opinion.

download paint shop pro and open a picture in the program. photoshop is even better. mess around with the "effects" option and you're sure to find one that gives it the 'pencil' look

use a program called irfanview it has a charcoal feature to make it look drawn plus its free!!
