Adobe inDesign. Very professional and gives good tools to make layouts and precise measurements.

I bought 5000 ready made banners for $2 off some site so I never make banners any more, I just modify what I have, and use photoshop

You can use paint.net

If you want to animate your banners, you can download a free .gif animator.

You can also download a 30 day trial of paint shop pro (if I could only have one program ever that would be it). It's easier to use than photoshop and does a million things more than paint.net. You can also use plugins with it to do even more.

If you have windows xp, there is a program called "Paint" that comes with it. It's not as powerful as photoshop, but you technically could use it to make banners. To find it
