Yes, this is possible, but you need to work your way up to GM, and will probably need either a law degree, a master's degree in Sports Administration, or both. Getting into the sports field is very much a matter of knowing the right people, so you really need to work on making connections as quickly as possible. Look at internships while you are in college (there is a really good website - teamworkonline.com - which lists internships as well as permanent jobs in a lot of sports) and possibly going to a place like Ohio University for a master's, since a lot of the league people seem to have their degrees from there.

Yes you can, as long as you understand the finer points of the game, you can go as far as you want.
You will have to get into sports somehow. If you have a local sports team, apply for all of the jobs possible with them...even Janitorial positions. Once you get your foot in the door you will need to let them know of your plans for the future. Let them know that you are serious about this job, and that you will do anything you can to attain your goal.
It will take a long time for you to work up to GM, but it can happen. Work with the people in an organization to get you through.
