I was on youtube and saw a news report from Japan about the lolita craze but never really described what it was. What exactly is it? And what was with all the little girls? It isn't... sexual is it? That would be... weird.

A Lolita is a girl who is coming of age (basically coming into her sexual identity) who 'practices' on older men in order to get things that she wants. (Candy, music, DVDs...you get the picture.)

Lolita is a book/movie of the same name. It is about an older gent who marries a woman with a daughter (named lolita). The wife finds out that the new step father is writing lurid speculations about her daughter and runs out of the house to tell the neighbours - whereupon she is hit by a car. Bringing the step-father's fantasy of being the sole provider for poor little Lolita. He then treks her all about to various and sundry places while he goes further and further with her. Eventually, she runs away with another gentleman who also has a penchant for the fresh fruits of the young.

The basic concept you get. Most men (in my experience) do not want a 'real' little girl. But, they do enjoy a little bit of that role play. They want the adrenaline of thinking of doing something naughty. But, they would be disgusted at actually harming a young girl like that. This is what propels so much of the school girl uniform fantasy genre.

It's the taking of something fresh and new. Being the first person to do something with that person that they've never done before with anyone.

It's not as much about the sex as it is about control and a sense of power.

Lolita is a fashion, and not associated with Nabokov's book. It is a mixture of 18th century and Princess styles. Wearing dresses that convey a youthful and innocent manner can be interpreted as those in the fashion interpret it as a matter of self expression. This is the primary, or correct interpretation. Those in the fashion know their own motivations, and these often revolve around what is cute, and not around attracting a sexual advance. Others then re-interpret that fashion, and confuse a presentation of youthful innocence as a form of Peacockry whereby sexual advances are attracted deliberately. Cute and innocent has these two sides, depending on which of the binary genders it is viewed from, but it cannot be over-stressed that it is the person's motivations in wearing Lolita that are primary, with the misinterpretations of the casual observer being secondary and to a large degree irrelevant. Its a two sided coin, but one side is reality and the other is distortion. Its not kink, its fashion people !

Loli fashion (after Lolita, the thing everyone else is mentioning the irrelevant parts of), or the male equivalent Shota (from an anime character named Shotaro) are both referring to a character that is, in-universe, considered super desirable (not necessarily sexually, mind you) and rather young. The fashion style is meant to resemble kiddy clothing, with pinks and frills and basically all those cute little dresses elementary school girls get dressed up in by their moms. Japan just made an 'interesting' choice for the namesake, is all, in the same way the American sexual interest in cheerleaders has nothing to do with middle schoolers who cheer. It has absolutely nothing to do with sex, and (fun fact) another term for Loli and Shota are Shojou/Shonen Ai ("lovely girl" and "lovely boy", both referring to "girl" and "boy" in the not-yet-fully-adults sense, and "love" in the same way you're supposed to love your non-incestual family members). Westerners went back and insisted it was super sexual, so that's why the rest of the answers are confused.
But in summary, the Lolita craze is basically dressing up like a cute little doll or a girly child, because everyone finds that cute at every age even though, say, a hello kitty hoodie is considered unorthodox for an adult to wear in other fashion trends. In Japan, and everywhere really, it has nothing to do with men; especially not older ones using you as a prostitute. People who think that are just making it really hard to wear Loli dresses outside of Japan or other places that get that the point isn't being screwed by your adopted dad.

Because she seems to be seducing him in the novel (rather, it is his twisted perceptions), it has led to the term being used to refer to sexually precocious young girls or even mature women attracted to much older men.
Now, here's where it gets complicated. Lolita is a fashion craze in Japan, with adult women dressing up as young girls. And there's nothing at all sexual about it. That is probably what the news report was referring to.

Lolita is a Japanese fashion AND child/barely legal adult porn is also called lolita.*sigh* some men have little girl fetishes....sick.

Here a definition i found on Urban dictionary

In 1955 there was a popular novel about a man becoming sexually obsessed with a twelve-year-old girl . After its publication, the novel attained a classic status, becoming one of the best known and most controversial examples of 20th century literature. The name "Lolita" has entered pop culture to describe a sexually precocious young girl.

That's where the name "Lolita" came from. And it merely describes an older man doing sex with a young female. Now how that meshes with Japan's society I don't know and I don't know what styles they wear or what their attitudes or or maybe they don't understand the American definition of "Lolita"....some cultures don't understand things of another's culture. So it all doesn't sound too good to me.

The Lolita is a young lady of tender age (early teens) that actively seeks a "sugar daddy". If that does not explain enough then look for the movie with the same name as the title.

It's a reference to a book of the same name where a young girl seduces older men. Usually, when this is used in this context it means there is an obsession with very young girls.
