to wear after surfing over your bathing suit, or during surfing so you have some coverup.
i dont live at the beach, so im guessing. lol

Surfers started using them for coverups after they got out of the water; hence, 'board' shorts.
They are usually longer, baggier, and made of quick drying fabric - designed to pull on or off over wet swim suits. Frequently, they have elastic waists.
