Yes. While he has done an excellent job, ten years is a long time to remain popular and staying in would have hurt his party. In addition, it was apparent that he was tired of crying into the wind in the likes of Churchill (his warnings about Nazi Germany were unpopular and few paid attention and he was sacked after the war because of his correct assessment of Soviet Communism). Blair has had the same problem. Lastly, in his new non-political position, he can make needed changes without the silliness of popular opinion. Being that his assessment is that the war on radical Islam is a war to the knife with respect to western civilization, he is bound to find his new job more fulfilling and, if he is successful, will place him among the very best statesmen of modern times.

As for Brown, following someone of the same party that has lost popularity is never easy and odds on are that he will not last long.

In the USA, it's hard to keep up w/ British politics. Blair's stepdown decision, I assume, was a personal choice--because one human can tire fast of all the overbearments of war.

Hard to say if Brown holds up. Pray CNN doesn't broadcast Brown's major war blundering.

No, I think Tony Blair did a fantastic job, this other guy looks like a stuck up pratt!
