I think that it's Alaska first and Maine second. Most people understand Alaska, but few people get Maine. However, what gives Maine a ridiculous amount of shoreline are all of the little islands along the coast.

Alaska. in area it is about 1/3 the size of the lower 48 states. and 2/3 of its circumference is coastline,plus many rivers and streams,and the Aleutian Island chain over 1000 miles from first island to last(almost to Japan).

Alaska would be first for two reasons... 1.) Because it's one of the largest states. And 2.) It's essentially a giant peninsula jutting out into the Arctic ocean, which makes it an ENORMOUS land mass surrounded by water. Michigan would be the second because it's actually two separate land masses, both formed around the great lakes.

Probably Michigan, if freshwater.
Probably Minnesota, if you are talking about lakes.
