God I hope not. What good is a leader who has no core beliefs to guide him? What do you want a leader to do? Take opinion polls or use focus groups to gain a consensus? Consensus seeking is not leadership. It is the abdication of leadership.
A leader needs to gather all available information, seek all available advice and then sort out the best course of action based on his core beliefs as to what is best for America and then LEAD.
If a leader has no ideology, what does he have?

All politicians are elected by ideology (or by daddy's wallet - but that's neither here nor there). I disagree with most of the answers so far. I am quite sure that our LEADER is supposed to find out what the majority wants, and then DO IT. It isn't the leader's country, it's OURS.

I'm not sure I understand the question. All people have beliefs that they gained over their lives from their families, friends, etc. The sum of those beliefs becomes the ideology of the person. Since most of us were raised in similar ways, we tend to fall into similar groups.
Leaders are just people too. They have the same weaknesses as all mortal people.
