Must be Washington (state). Olympia National Forest is actually very unique because it is the only temperate rainforest in the world. This is because of the intense humidity and high annual rainfall in the area. The entire state should get credit for greatest humidity.

That depends on whether you're talking about relative humidity (which changes with temperature), or an absolute measure of water vapor in the air (which is usually measured by the dew point).
Relative humidity would be high quite often in the Pacific Northwest, where it rains a lot, or any area that gets a lot of fog.
As for absolute water vapor, it'd be hard to be higher on average than Florida. Dewpoints rarely drop below 70 in the Keys from April to October, and even in central Florida, they're usually between 65-75 all day long during the same period.

Florida. States like Washington have humid areas, but much of the state is, if not desert, the nearest thing to it. While other states can have dew points above those prevailing for Florida, they are also much more temperate, and have cold dry spells to compensate.

Missouri is very humid, but with central air you have no problem. The beauty of the Ozarks makes up for the humidity.
