I rented cars every weekend for many years (I drive a truck during the week) and never found one with a trailer hitch. I did rent a van once and a pick up once that had hitches but no cars.

From a rental car agen't standpoint:
Propelling or towing a trailer or another vehicle is not permitted, it's a strain on the vehicles and too much of a legal/insurance issue.
Try Uhaul or Budget, they have small vans that you can rent (without the enormous expense of a full size moving truck) that you would be allowed to tow something with.
Or, try small, individual dealership based rental companies like "rent a wreck". Thier rules may be a little different than of a major corporation like Enterprise or Dollar. Check your yellow pages for that.

Well they do rent trucks, from small to great big. They also rent full size trucks. A Uhual Truck can tow a trailer. I think it might be liability and most cars aren't set up to tow a trailer.
