I have tried spybot but I continue to have problems

Sounds like your registry files have been stuffed around by the spyware.
Firstly run antivirus incase its its a virus. you can get a free one called AVG from www.download.com
If not try regfix or type registry cleaner at www.download.com and try that.(should work).
Also clear out your internet files etc, run windows cleanup to get rid of unwanted cookies as well
