i know its on victory rd but i cant find a lapras? do i have to wait after i get the national pokedex?

Yeah, you have to get the National Dex. Once you get it, go back on Victory Road. Before you got the National Dex, there should have been a man blocking a cave entrance. Go inside. You'll have to help out this person first. Doubling up, like you did with other people. After you help him, go and surf around in the water parts of the place. You'll eventually find a Lapras. It's usually in the high 40's. Like 48 and 49.

Lapras isn't in the Sinnoh Dex. You need to see all 150 Sinnoh Pokemon and obtain the Nat'l Dex before events regarding Pokemon like Lapras will begin.

You find it in the foggy area of the Victory Road. You have to beat the elite 4 and get the national dex, then the fat guy will move and you access that area.

Yes they are in Victory road but they are considered "Uncommon" so they aren't all easy to get.
You'll get it just by walking, you don't have fish or anything for one. With any "Rare" or "Uncommon" Pokemon, just keep trying.
