I have three black skirt tetreas. One of them, seems to bump/nudge the other 2 black skirt tetras. Should I take him out or is it normal?

It's normal bullying for the number of fish you have. Tetras are schooling fish and should be kept in groups of 5+ for reducing the aggression between individual fish.

As two other people have pointed out, black skirt tetras are schooling fish and 3 is not enough. keeping 5 has been suggested but I would say that 5 is absolute minimum. If your tank has space then get 6-8 of them.

The fish you mentioned are schooling fish and need to be in groups of 5+ to keep happy. What size tank do you have them in?

neither!?! this is simply a test of strength. if the one black tetra keeps up this it probobly meaning he is the leader of the school.
