if your talking about like a 3D world.. pick up some 3D software and start molding heh I am not sure about any free 3D programs out there but thats how you create your own virtual world and or i think you can use flash but again thats not free..
there use to be free virtual chartrooms that you could create your own little world free but I don't think they exist anymore or at least not for free..
