How does this sound for a 20 gallon with fake plants? The only problem I can see is the Hatchetfish being unhappy b/c of them being schoolers. What do you think? Is there room for more neons and hatchets? Exactly how many more?

~3 Hatchetfish
~ 6 Neons
~3 Otocinclus (ottos)

Would 5 hatchets along with the other be too many???

Why do you want so few fish? Go for 11 Neon Tetras, 5-7 Hatchetfish, 3 Ottos, and get something else, like a Dwarf Gourami, you still have room for some other small additions. Good luck!

P.S.: The rule "one inch of fish per gallon of water" is total crap. There are far too many factors for any "rule". Use common sense. Gouramis are thick bodied, so they make more poop. Neons are very thin, so they hardly make any poop. If you had a hex tank, there would be very little oxygen exchange, so you wouldn't be able to keep as many fish as you could in a rectangular tank. Are you looking at marble or silver hatchets? There's a difference in the size, with marbles being less than 2" while the silver hatchets are 2.5".

You should be able to keep a school of 5 of either, especially if the tank is a 20 long (more surface area for air exchange). As was already mentioned, use some floating plants with these - hatchets tend to be jumpers.

Since I don't know your tank dimensions or filtration, I'd say that if this is a 20 long, get at least 2-3 more of the hatchets and you could still add a few more neons (another 2-3 there as well) If it's a 20 regular, only get the hatchets (I'm basing this on silver hatchets as the larger of the two species - if you're planning marble hatchets, you could go more).

i think you could go with a few more hatchets and neons. neons are like 1/2 fish in the inch per gallon rule so count them as about 3/4 of an inch. if you have a good filter (is it a 20 long or 20 tall? -- you are better off overcrowding th 20 long). the otos are kind of the same. if you keep it clean you are fine with a couple extra small fish.

The neons will be happy as six, I would get about 5 hatchet fish,, Provide floating plants for the hatchet fish so they will feel more secure.

I think you could do 5 hatchets with the rest and be just fine with that tank.

In fact I might add a pair of pygmy corydoras.
