It has to do with the origins of Rhythm and Blues. The blues actually started in the cotton fields where black slaves toiled all day. It started with "field calls" which began as a sort of game two slaves would play to make the work easier.
One would shout out a line. Then he would repeat it a second time. The other guy had to come up with a reply. That style is still used in blues today.

The deep feelings of the blues began with the slaves. As did another style, gospel music. Many slaves got to attend a kind of service on Sunday. It was one of the few chances they had to briefly escape their earthly bondage. They sang gospel songs with an emotion that only people in a hopeless situation could muster.
The deep emotions were expressed with a kind of forlorn wail. Their voices would slide up and down the scale and the emotions would soar like fireworks. The word they gave this feeling was "soul". It came right from their very souls.
Today's R&B singers stand on the shoulders of these people. In some black churches today, especially in the South, they can pretty much tear the roof off the church with their traditional gospel music.
Properly executed, the vibrato and the wail can express deep emotions to such a point they can make you cry. However, if over done they can sound forced and get in the way of the music.

It's a style borrowed from jazz singers. It gives their notes a bluesy flavor. Listen to jazz musicians. You'll hear the same technique used on horns, pianos, and guitars.

obviously you are not a singer. it's a technique called vibrato. it enhances sound and is an effective way to show emotion.
go back and listen to your heavy metal - no talent required there...
