Follow the PEMDAS rules

(.18 x y) - (.18 x 4) + .020Y = .12Y - (.01 x 40)
.18Y - .72 + .02Y = .12Y - .40
ADD LIKE TERMS
.20Y - .72 = .12Y - .40
According to the rules of mathematics, whatever you do on one side you do one the other, so if you bring .12Y over by SUBTACTING from both sides. (note, if the number was negative you would ADD from both sides)
(.20Y - .12Y) = (-.40 + .72)
.08Y = .32
Now you need to isolate Y, in order to do that you would Divide .06 from BOTH sides of the equation!
Y = (.32/.08) Which gives you Y= 4
