You should be able to keep guppies and a few live plants in that tank. Just make sure you keep the plant growth under control with regular pruning.

The only time you really need a co2 system is if you have a large tank with A LOT of plants. A small tank with a few live plants definitely won't need one.

Your tank is about 6 US gallons, so that would be fine for the fish you've selected. You could also keep a few platys, killifish, a dwarf gourami, a male betta, cherry barbs, white clouds, or freshwater shrimp, snails, or an African dwarf frog.

Some good plants that are easy to keep are Java moss (grows nicely on driftwood), Java fern, or Anubias (banana plant) - all have low lighting requirements and do well, and aponogeton which needs a little brighter lighting. You can also use floating plants like water sprite which gives good cover for guppy fry.
