The game DOES count...the winner gets their league's team a home field advantage in the World Series against the other league's team. This game, the teams, the players, etc. would all be nothing if it weren't for the fans. So anyone saying the fans shouldn't pick the players is crazy.
If you look at any of the other American pro sports' All Star games, MLB has the most competitive. NFL, NHL, NBA - those games a joke, they're all half-a$$ing it, due to fear of injury / risk of losing their big off-season contract.

As far as making it count there is not much more they can do. For the best competitive game of the season, offer money. It would have to be quite a bit to attract the players attention, so I'm not sure if that is a good idea. They should eliminate the fan balloting, it just stuffs the ballot boxes. Limit it to players and sportswriters. That would ensure the best players got in, not the ones from the bigger market teams. After the games they should allow the fans to vote on which players actually tried and which didn't. If the player got more than 50% negative votes, he would have to swim in a 40 degree pool brought out to the outfield.

Two separate questions.
I am not sure you can do more to make it count, other than ridiculous things like the loser of the game's representative in the World Series starts down 2 games to 0. (I am not advocating that by the way, just making a point)
You can make it more competitive by possibly eliminating interleague play, bring back league presidents, have managers not worry about playing everyone but insteand focus on the final outcome, etc.
But I still love the All-Star game, regardless of the criticism. It is my favorite sporting event of the year, bar none!

There's pretty much nothing else they can do to make it competitive, other than give the league winner home-field advantage in the World Series. That's a huge difference, right there. Maybe if the All-Star game winner made some sort of difference on the MVP or Cy Young award, I don't know. The point of the All-Star game is to keep it exhibition, because nobody wants to hurt themself in a game meant to be enjoyed, whether you win or lose.
